The background figures do indeed look like the work of Carl Burgos to me. I've studied many Timely/Atlas covers and have a good idea of the differences between Borgos and Brodsky, although both worked together many time. As for the figure of Cap, that is a puzzle. I do believe it is someone other than Burgos,Brodsky or Maneely. The work looks familiar but I'm not confident enough to suggest a name.
